Meeting Called to Order at 4:00 PM at Central Office in St. Paul on 4/18/07 .

       Officers Present: President Henderson, Treasurer Pierre, and Business Agent Hesse

       Number of Members Present: 6

A motion was made and seconded to forego the reading of last months's minutes. The motion passed and the minutes were not read.

 

, Correspondence:

On Saturday, May 12th, 2007, there is a Letter Carrier Food Drive.  Put a non-perishable food item in your mailbox on this day and your mail carrier will send it directly to Second Harvest Food Banks of the Twin Cities.

 

AFSCME International has received a lot of suggestions from members on how to remake our union and get more members involved.  Well, AFSCME International has heard us and have come up with the AFSCME Leadership Academy.  It is one of the first major initiatives to the ”Power to Win/21st Century Plan”.  The Academy’s first offering is called the “Web Track”- a series of live hour-long, online training courses on the topics most requested: Advocating for health care reform, AFSCME financial standards, Effective communication, AFSCME’s Power to Win Plan.  To register, go to http://www.afscme.org/academy.  The first 100 people to register will win a free AFSCME Leadership Academy mouse pad!

O President’s Report:

*Filed a Step-3 Grievance. 

*Set the SEPC Agenda for May 4, 2007 at the Ramada Mall of America. 

*Unit 8 Negotiations will begin 4/19/07.  Opening round for Units 2, 4, 6, and 7 was a few days ago.  It has been long and arborous.  An item will be presented and then a Causus will be called and both sides will discuss the item for hours.

*Set to attend the International Correction's United Steering Committee and CPC in Washington DC in May 2007.  

*We still need 7-8 members to attend the SEPC on May 4th, 2007.  Send an E-mail to Secretary Score: ascore@LL.doc.state.mn.us is you wish to attend.

þ Vice President’s Report:

Sat in on several investigations.  The stewards have also been busy representing members in investigations.  Lost a Step-3 Grievance. 

The Labor Management Meeting was today and the agenda items discussed were as follows:

Converting Comp Time into Deferred Comp:  What are the dates that comp time can be changed into deferred comp and/or liquidated?  As noted in the contract – it’s one time per fiscal year that staff can convert comp time into deferred comp.  This must be done during the fiscal year and can be done via the employee self service site. 

 

Denied Vacation Slips:  If staff fill them out incorrectly and it is returned to them, it has a number on it.  Can the scheduling lieutenant also put "denied" on the slip so the staff has no doubt that they were denied? Capt Freer will have them get a stamp that says “denied” and will also have them  attach a slip referencing the number for the reason it is being denied.


Maintenance Staff Carrying Radios:  There are maintenance staff that supervise inmates and they also have tools with them.  Can they carry a radio?  This seems to be a safety issue because there is not always an officer around.  Radios are available for any maintenance staff that wants them   AW Alexander noted that historically, it is the supervisor that didn’t want them to specifically have it so staff aren’t calling them to request maintenance assistance.  They want staff to use the computer work request system to submit requests for maintenance.  Also, they are generally in a work area where there is an officer.  PME’s are required to carry a radio on all shifts (918 position).  Capt. Freer noted that there are specific situations where they must have a radio - like in the tunnel.  The administration will discuss and respond.

 

Computers in the West A and D Wings:  Can computers be installed at the officer stations in these two wings of West?  Monday-Friday the one central computer is being used the entire shift by the officer who does all the intra-facility moves.  When a report needs to be written or there is a need for immediate computer access (COMS) the unit has be left short staffed to go to a computer.  It also inhibits the staff from doing their unit logs on the computer during the shift.  It would also assist 3rd Watch with doing the mail for accessing COMS.  AW Alexander noted that when the unit was build it was a security measure.  Management will further discuss.

  

WOOC – Prior Approved Vacation Slots:  Should those slots be opened up if a staff goes into a WOOC?   The vacation slot should be opened up.  The staff, knowing they have approved vacation and are offered a WOOC, would need to get that time off approved by the new supervisor.  Historically, the facility has made every attempt to accommodate these requests.  It was also noted that there hasn’t been any instances that a WOOC ended early, however, if it should, the facility would honor that vacation slot if they were returned to their regular job.  Tim will meet with Joy and Lt. Beal to discuss and get something drafted to add to the current WOOC guidelines.   

 

Follow-up - Mule and Bobcat Repairs and Parts on Hand:  Mike West noted that a new staff, who started today, is a mechanic by trade.  He will be looking at this issue and the inventory parts soon.  Some progress has been made already implementing a two-week rotation maintenance program.  Bob Meyer will also be implementing a maintenance program for the transport and perimeter vehicles. 


Follow-up: Squad Assistance With South C and D Wing Switch-ins:  Would it be possible for squad to provide coverage in the yard now instead of assisting with South C and D wing switch-in since they have a float staff?  The administration wants the presence of squad in that unit for that wing switch-ins due to the clientele in that unit.  They will have the float used more efficiently also.

 

Update on Facility Projects and New Construction:

K-3/K-4 Air Conditioning:  Insulation of the ductwork is complete.  Hoping to have the project done by June 1st. 

B-Building Renovation:  Project has not gone out for bid yet.  August 1st the building will be cleared out (Due Process and Training to be relocated) for the abatement to begin August 1st.  Actual construction will start in the fall.  It will be about a 9-month project.  Capt Freer has developed a committee to look at the security surrounding this construction (fencing, routes, truck gates, contractors, etc.). 

South:  Replacing some doors in South-to be completed by July 1st.  There are 28 wrecked doors that will be replaced with steel doors.

K-3/K-4 Elevators:  Went out for bid this week.

TRIAD:  New front doors.

Perimeter:  Rock between the fences/weed reduction.

Cameras:  Major camera projects in activities, J-Buildings, blind spots and bathrooms, A-Control, yard.  

Parking Lot:  A-Control lot and some of the interior roads (resurfacing) proposed to be done by August 1st.

MSU Ankle Bracelets:  Radio receivers will be around the perimeter and wherever minimum offenders go to cut grass and shovel and also in health services.  The work crews will be deactivated while they are gone.  During the evenings and weekends, the perimeter can be defined pretty close.  Pre-bid meeting on 4/19.  Mid to late summer the project is anticipated to begin.  Staff will have to be trained also.

Intake Expansion:  This is only a proposal at this time.

 

Steve Hesse Retiring:  Steve will be retiring and his lat meeting will be in August.  Tim will take Steve and Elliott Seide on a tour of the facility prior to his retirement. 

 

Rumor Control:

Moving Sergeants Out of Positions Because of Complacency:  The facility has no plans to make any moves.  Individual moves are made on a case by case basis as has been done in the past.

 

Maintenance Staff Schedule Changes:  The entire operations of the Maintenance area is being looked at.  Capt. Freer has also been down there looking at security issues like tool control.

 

 

Department Updates:

Legislature:  Our budget should be moving on to the conference committee.  The house version has us completed funded.  Including step increases.  Off-season bonding - 6.25 million to upgrade the MCF-OPH perimeter.  They’ve had no significant upgrades in 25 years.  Both houses agreed. 

 

Camera Upgrade:  The Department has some funding that will be used for camera upgrades – the higher security facilities will get more funding for the upgrade.

& Business Agent’s Report:

The Doc budget is sailing along pretty well.  The House has us fully funded but the Senate is $6 million under what we are asking for.  We don’t have a tax increase attached to our budget so it should pass.  The Senate will meet in committee until an agreement is reached with our budget.  Most other bills are heading to committees as well. April 25-27, units 2,4,6,and 7 will have another round of negotiations.  The Insurance Coalition (AFSCME, MAPE, MMA, etc.) projects that health insurance will go up 9-13%.  They met on 4/8/07 and went over the insurance package for the State.  They will meet again 5/7/07 and 5/8/07.  The money portion of our contract will probably be brought up at negotiations at the middle of May.  The Governor is not on our side but the legislature should be.

Who is eligible:  Any member's dependant (as defined by our contract) who is going into a higher education program (College, Vocational, 2 or 4 year programs.  Executive Board Member's dependants are no eligible to apply.

 

How to apply: The applicant must write a 300 word or less essay on "How to restore the middle class".  Submit the essay by June 4th, 2007 to President Tim Henderson via E-mail to Thenders@LL.doc.state.mn.us

 

How the winners are determined: The Executive Board Members will decide the four winning applicants based upon the essays submitted. The winners will be notified by June 20th, 2007. The scholarships will be awarded at the July 18th, 2007 4:00 PM Union Meeting at the Centennial Fire Station in Lino Lakes, MN.
