AFSCME Local 2728 Union Meeting Minutes Meeting Called to order
at the Centennial Fire Station at 4:00 PM.
Officers Present: President

and new BA Grefe. Meeting Re-Convened at
the Centennial Fire Station at 10:50 PM.

President’s
Report: Recently
returned from Washington D.C. to help the bill HR 980 pass: All states have
the right to collectively bargain. Right
now, only a few states allow collective bargaining (negotiating a contract).
President Henderson met Speaker of the House Nancy Pelosi.
Sat in on several investigations, two step 2 grievances are going to
Step 3, conducting two step 3 grievances today, and a steward conducted a
Loudermill Hearing today. If you have any

Vice
President’s Report: Busy with investigations and
filing grievances. The Labor Management Meeting was held today and the
following were the issues discussed: New Council 5 Business Agent:
Scott Grefe was introduced. He
will be the Local 2728 business agent after Steve Hesse retires.
He started with St. Peter Hospital as a security counselor 16 years
ago. In 2000, he began working
(lost-time staff) with the union. He
also does business agent representative service for other agencies (county
government). He’ll begin as the
rep for Local 2728 when Steve retires in August. AFSCME Representatives Tour
Lino: Tim Henderson took Elliot
Siede, Steve Hesse, and Scott Grefe on a tour of the facility today. Uniform Ordering Deadline:
Can uniformed staff have at least 11 months to order instead of 10? Why was there a change in the
ordering deadline? If they
don’t use the allowance they lose the allowance.
The administration will check into this. **Access to the New LRC
Location: There is only one key
now to access the LRC. Can we get
a card-swipe system, punch key access or more keys available to access?
The new location when the construction is complete will have a
card-swipe system. In the mean
time, the Captain will have a couple more keys made for A-Control.
Bob Loose is also located in South Operations and may be able to
assist. Capt. Free will further
access this situation. B-Building Break Room:
The break room is now located in the West Unit.
Can there be an alternate method for staff to enter this area rather
than having the unit staff buzz them in through all the entrance doors?
Capt. Freer will check into this further. Air Conditioning in Education:
Half of the air conditioning in the Education Building is not
operating. Does the
administration know what’s going on with this?
The North side of the building does not have any air conditioning.
A compressor is on order. If
the unit contains 2 compressors, we’ll see whether we can run it at 50%
capacity until the new compressor arrives. Construction Update: ·
Demolition is still scheduled to begin on the F-1 and B buildings on
July 30th. ·
In the next two to three weeks the asphalt project will begin.
This project will be about a month long and will involve the
resurfacing of the asphalt inside the facility and the A-Control parking lot.

Monitoring: Construction to start
August 15th. There will be
trenching around the facility. On
August 2nd, there will be a presentation by the company and we would like to
get as many staff that will have operational access (watch commanders,
B-Control and Minimum Unit staff) to attend this training.
Anita will follow-up with this. Post
orders, policies, and procedures will also need to be updated to include this

Business
Agent’s Report: We
will vote on the contract on July 30, 2007 and the votes will be counted
August 6th and the results will be know shortly after that. The
Council 5's position is to accept the contract with the 3.25 % and 3.25%
raises and five cent shift differential increase and minimla increases to
Health Insurance. Business Agent
Steve Hesse is retiring in September and Scott Grefe will replace him. 4

Business: Presented the five $500.00
scholarships to Krista Stearly, Mike Manzke, Kyle Geyer, Teresa Brenberg, and
Katie Krank who were in attendance with their parent(s).
We had subs, chips, pop, and cake to celebrate.
Each scholarship winner was asked to tell about their academic
asperations. We voted on the delegates and alternates who will be attending the Fall Union Convention in Duluth. Those members will be notified via e-mail. ^
