President’s Report:
Sat in on several investigations. Recently attended the Council 5 Convention in Duluth.
A Resolution was introduced on the floor of the delegate gathering to
help the health care crisis. It's
called the "5% Solution" and it basically says that no one in
Minnesota should pay more then 5% of their annual income on health care costs
(deductibles, co-pays, etc.). It
was originally introduced at the MN State Fair in August.
Shift Exchanges: A formal
grievance was filed, lost Steps 1, 2, and 3 so now it has gone to Arbitration.
An arbitrator is being selected and there will be info to follow. New hats and sweatshirts have
been made by Kelly Oehrlein and they look great.
Bigger sizes have been ordered. You
need to attend a union meeting in order to receive a hat or sweatshirt! Two new stewards have completed
Basic Steward Training and are now on-line as Stewards: John Ratcliffe (Lino
Lakes 3rd Watch) and Sonja Castillo (Central Office and
Transportation). Paige LeMay is
scheduled to attend the training in December. The Winter Party is set for
January 19, 2008 in Blaine at the VFW on 109th and Central Ave.
There will be appetizers, dinner, drinks, prizes, cab rides, and lots
of fun.

Vice President’s Report:
Busy sitting in on investigations.
There's a Step 2 Grievance in the works. Also attended the Coucil 5
Union Convention in Duluth. Went
to the Retirement Workshop and Bullying in the Workplace. Learned a lot of pertinent info at the Retirement workshop
such as how importnant it is to have Deferred Comp.
The State will match $175.00 a year so if you don't have Deferred Comp,
you will lose this money.

Business Agent’s Report:
Contract
Books will be in by November. The
publisher sent back one edition and there were typos and different page breaks
so it is delayed a few weeks.
Also
attended the Coucil 5 Union Convention. Council
5 made a resolution on the floor to make the Political Organization: The
PEOPLE Program, it's prioirity. Whether we like it or not we are governed by politics.
We elect our boss' boss' boss who set budgets and contracts.
It's a payroll deduction that is non-tax deductible.
Tim will have more sign up cards available when we get the contract
books in. For $4.00 a paycheck,
you will get a pen/pencil set and a VIP green or white jacket.
Contact Tim Henderson or any other Executive Board Member if you're
interested in signing up.
PEOPLE
does candidate screening for City Councils, School Boards, State-Wide
elections. It's not about
Republican or Democrate it's about which candidate is
"Labor-Friendly". We
have to have some financial clout in order to compete and fight back.
The
arbitraion Review Process changed awhile back.
Locals used to be able to decide if a member's grievance would go to
Step 4 Arbitration but now it's the Council 5 Arb team that decides.
After a member's grievance was denied at Steps 1-3, the Business Agent
prepares the file/case to be presented to the Arb team.
They will decide if it does get arbitrated or it gets denied.
If it gets denied, the local can appeal their decision and prepare
another file/case that will go directly to the Council 5 Executive Board for
the final determination. Council
5 pays for all Arbitrations (the locals were once responsible for the nearly
$4,000 bill). The whole process
changed because the legal advisors/lawyers said that even though the locals
may decide and pay for an arbitration, if the State chooses to sue, they will
go after Council 5 and not the local.
Going to
Milwaukee, WI at the end of the month to attend a BA gathering.

$ New Business: None ^ Discussion: Lots of discussion about the Shift Exchange Grievance. Also, discussed the new training that is offered and members have issues with the Evidence Handling training. Specifically, staff were told that discipline will follow for those staff who do not collect and process evidence correctly. Some staff haven't even had the training yet so how can they be responsible for something that they haven't been trained in? P Good and Welfare:
