Last Month’s Minutes: A motion was made and seconded to
forego the reading of last month's minutes. The motion passed and the minutes
were not read. ,
Correspondence:
Kentucky Corrections Campaign by Jessica Johnson: For the past couple of weeks I
have been in Kentucky working with the international AFSCME staff educating the
corrections officers on the need for a union in their workplace.
The groundwork was set about 6 years ago when the first attempt to better
the working conditions were made but unfortunately the governor of Kentucky at
the time had an extra-marital affair and was unable to pass anything through
legislation his last two years. When
his term was over Republican Governor Fletcher took office and the first thing
he did was to take away the right for state employees to collectively bargain.
With a new governor who is labor friendly and has already promised to
sign an executive order giving state employees the right to collectively bargain
at the beginning of his term the campaign is on once again in the hopes that
after ratifying a much needed contract with these workers the support will be
strong enough to get this order signed into law so it cannot be taken away by a
future governor. I am constantly in shock and awe
when speaking with the officers of Kentucky and learning of the atmosphere they
have to endure. There is
approximately a 75% turnover rate in the department of corrections. It is so hard to keep employees that the requirements have
been drastically lowered. The staff
is often required to work doubles and triples being told later in the week that
they have to take a day off to avoid receiving overtime for these shifts.
Many of the officers (even with the little bit of overtime they are able
to accumulate) barely make $20,000/year. Some
take a second job at Wal*Mart because the benefits there are better than what
they receive from the state paying about $500 or more for family coverage
insurance. I have been told by many officers that the equipment at
several of the prisons is a joke. If
there is a phone in the area it probably doesn’t work and the radio situation
is the same. Many officers purchase
there own batteries for their radios so they know they have a good one. There are many other stories I
would be more than happy to share. My
heart goes out to these folks and I look forward to the opportunity to return to
Kentucky to assist them in getting the respect and compensation they deserve.

President’s Report:
1. Completed the shift exchange arbitration, we should
hear a ruling late March. 2. The winter solidarity party
was a complete success. 3. Presented 1 grievance for the
seniority roster. 4. Canceled the State/Labor
management meeting due to lack of an agenda. 5. Day on the Hill April 1st and
2nd: Check your e-mail from Amy. 6. SEPC Spring Conference May 2
at the Four points Sheraton. 7. Delegates for the
International Convention will be selected by the membership at the March
meetings: 2 will come from the membership and 2 from the Executive Board. 8. The legislative session is up
and running. The C.P.C. will have members down at the Capitol on Tuesdays and
Wednesdays starting next week and running till the end of the session. 9. The Health Conference is going
to be February 23 and 24 at the Ramada in Bloomington. We have 17 delegates that
will be attending.

Old Business:
AFSCME 2008 International Convention Date: Sun, Jul 27, 2008 - Fri,
Aug 01, 2008 Location:
San Francisco, CA Local 2728 is going to send 2-4
members to this convention. Flight,
hotel, and lost wages will be paid for by the Local. If you're interested in attending, you can e-mail Secretary
Score and self-nominate before the March 19th Union Meeting.
2 spots will be designated for elected officers and 2 spots are
designated for members. If 2 elected officers do not want to attend, those spot(s)
will be open for member(s) to attend. If
we get more nominations then the allotted amount, we will vote on who attends at
the March 2008 Union Meeting. It's
very important that we send members to this convention so that Local 2728
members are represented. At the
last International Convention in Chicago, it was voted on to increase our union
dues, called the "millenium plan" and our local did not send any
members and we did not get to vote on this issue.

Don't forget to vote for the delegates that will be
attending the 2008 AFSCME International Convention on March 19, 2008 at 4:00 PM,
